Is it possible to  add structure/BOM changes to commercial change order type in Product Hub?

Its it possible to define validation rule to fire change order when there exists an change w.r.t to item BOM/Structure/component attributes in product Hub ? Also can the item rule get trigger even whilst changing the item/BOM structure via FBDI import?
