The Checklist setup is designed accordingly,

Allocation Criteria: When the action record becomes effective

Tried with couple of candidates, but the checklist is not triggered automatically, when manual checklist allocation is done then pre-boarding and day 1 onboarding tasks all together are getting triggered.
