Unable to override the value in eligible months

I am trying to override the value in eligible months for one of the plans on some employees but I am unable to do so.  I checked the property and it does have the required setting.  can someone please provide guidance or help as to why I would still not be able to update this value through Administer worker?  Your help on this urgent matter would be highly appreciated.
