Maintenance Outside Processing Error - Deliver to Location

I'm attempting to use Outside Processing for a Maintenance Work Order. Plant Parameter is set to generate Requisition at work order release. I've set up the Outside Processing BPA.

When I release the work order, I can see a record is created in Manage Supply Lines for the Requisition, but there is an error - The deliver-to location isn't defined in the deliver-to organization M001.

When I check M001, it has a location defined. Maybe it's not defined correctly? What should I be looking for?
