Add button is greyed out in development goal

We are trying to implement a very basic level of career development to allow employees/manager to add the goals similar to performance but it would not be tracked on performance evaluation.  Despite turning on required areas under offering/feature of the set up, I still do not have the "add" button enabled.  What am I missing in the set up that's preventing it?  Please see attached screenshots for reference.  Your guidance or advise would help resolve this puzzle.
