User Type Permission - View Comments

Hi,

Does anyone know if there is the ability to revoke a user's permission to view comments on a candidate's submission if they have access to the candidate record? I see permissions for adding and editing comments (which we have turned off for this specific user type), but I'd like to remove the ability to view the comments in the candidate's history. The users can still view comments even without the ability to add or edit them.
