cannot create new free tier compute instance

existing compute instances stopped all of a sudden and cannot create new free tier compute instance

hi, 

this is my first post so i am sorry if i missed anything. i was using my free tier compute instances for last year, and yesterday night both my instances were stopped. following is the message i am getting when trying to start the instance:

Unable to start instance: Instance ocid1.instance.oc1.xxxx is disabled and will not accept any action requests. Please contact customer support to reenable.

while contacting support, support is saying you are on free tier and we cannot access your account. tried terminating one of the instances to create a new one, but getting following message:
