TCC server from On Premise to Azure - Copy repository

We are trying to move our on premise TCC server from on-premise to a cloud version. The version would be MS Windows 2012 in both. If we install the same version of TCC Client 19B.1 on TCC server, is it mandatory to run all the setup scripts ( for all entities where we do the net change ongoing operation)?
Our intention is to have the same folder structure even In cloud. If we copy all the folders( including the net change repository folders) will the ongoing import files work without any issues? We are just trying to avoid running the setup file( if possible), if we could simply move the net-change-repository folders and files.
