Manager Access to Succession Plans Where Direct Report is Listed as Candidate

Our team is running into an issue where we thought Managers had the correct permissions to view any succession plans where their direct reports were candidates (accessible to managers to view via My Team> Employee Profile> Talent Ratings> Candidate in Plans); however, we're realizing that managers only have access if listed as an owner in the plan.
Curious to know if anyone else has tackled this kind of access, and if so what security or privileges were utilized? Thanks!
