Feasibility to add condition to make the start date /assignment date effective specific days before

Scenario :
Internal candidate global transfer effective date is 25th February 2021.
However, we wanted to make the transaction effective 10 days before which is 15th February 2021

Is it possible to acheive via Fast formula or any other configuration ? Thanks in advance.
