Hello, I need help w.r.t Identity Mangement in Oracle blockchain

This URL (https://docs.oracle.com/en/cloud/paas/blockchain-cloud/administeroci/set-users-and-application-roles.html#GUID-D70C908A-9B9B-490A-8705-84E46A618B97) is the only webpage to which I can refer for managing identities in Oracle blockchain.

Following the instructions from this web page, for example, I created “[email protected]” on IDCS and gave him roles (user, REST-client and CA-user).

Question 1: Does IDCS access CA server in Fabric blockchain to register the id “[email protected]” to CA (Certificate Authority) server?

I think “Yes” because if my application, which was built based on Fabric Javascript SDK, accesses CA server to enroll the registered id “
