Need - Bulk Activation / De-Activation of User Accounts

Justification - When environments are cloned, lower environments need to be opened up for support personnel easily (rather than one at a time.  Further, we have need of bulk functionality in production environment anyway.

Problem - We have over 3000 user accounts to update.

Problem - REST API would take for ever to setup and would not be useable on a long term basis

Problem - HDL is impossibly confusing and so poorly documented that I cannot seem to get it run. - further Oracle does not provide any good tangible examples.
