Onboarding Checklist Tasks Not Visible to Non-HR Workers

We have onboarding tasks allocated to IT and Operations performers to provision network access, PCs, Phones, etc. for new hires. They are designated as performers via Area of Responsibility. When an IT worker receives the notification for the task, they can claim it, but when they click the URL in the notification to see the details, a blank browser page appears, and they are unable to see the task details.  People in our org with the Human Resource Specialist role can view details for any task.  So...we're considering creating a custom HR Spec role, and then hiding everything but Onboarding
