Benefits extract formatting cost amount to xx.xx

We have a new benefit extract that we are setting up and in doing so we are having an issue with getting the communicated amount to be in the correct format. When we set up the rates for the plans, if the amount is $2.90 the system stores that as 2.9 and drops the zero. In our system that is fine, but for the extract/report they require seeing it as 2.90.
We have not been able to find where we can format this correctly to get it to appear.
