Hello,

I'm searching for a way to notify goal plan participants who have not yet created a goal. 

We can identify participants who have not created a goal via reporting, but the issue is how best to programmatically notify these participants. Basically, we're investigating to see if there's a way to get out of the business of creating reports that are then sent to respective managers or HR resources to follow up with the participants.

I've checked the possibility of creating a custom alert via Alerts Composer, but there's no goal-based resource available for use.
