Creating a custom role for View only BPM Tasks

I would like to create a role that is view only so the user can see all of the transactions but cannot reassign or change anything in BPM is this possible?

Transactions to view would include - Procurement, Suppliers, Invoices, Human Resource - Expense Reports, etc.

View only tasks and approval flows in BPM not have any access to change rules or edit anything.
