Offer STart date - Time does not match the date displayed in the correspondence

I put the variable {Offer_Para.StartDate}.  in the message template from Onboarding.  When I received the email, i notice the start date (specifically the time) did not match the start date indicated in the Offers Tab of the requisition.

Did anyone experience the same?
