Role to access only Transaction Console for Performance Management

Hi Experts,
I am trying to create a role that will give the employee access to Transaction Console for Performance Management transactions.
I have created a Job Role with Role Hierarchy "Review HCM Approval Transactions as Administrator"
I have also created a Transaction Security Profile with Performance Management as a sub-category.
I have also enabled Transaction Security from "Manage Enterprise HCM Information >> Transaction Console Security"
and I have created a data role and tagged the job role and transaction security profile.
The resulted role has given me access to the Transaction Console for Performance Management transactions but I am not able to perform action Reassign the transactions.
