Any way to make LOA on-editable after approval.

According to document 1912091.1, User CAN EDIT the offer letter in the Send Offer Letter assistant the first time the offer is sent or if the offer is re-extended. This is not allowed in a Taleo customer's company. Did anyone have the same question? Do you have any solution for that? How could we make it non-editable?
