Ad hoc working group to identify how to 'break apart' the REST API and log Ideas / ERs to do so

Some of know that we have working group set up to identify and help pursue Ideas (Enhancement Requests and Bugs) related to Audit, Security, and Compliance issues.  We meet once per month to discuss the issues (new and old).

We would like to set up a sub-group to focus on the ERs / Ideas that are necessary to secure the REST API which is currently an 'all or nothing' grant of abilities.  

I envision we will need a TON of ERs / Ideas that identify the functionality that needs to be broken out, module by module, so that we can log separate ERs / Ideas with each group.  Purchasing risks with the Purchasing group... HCM risks with the HCM group, etc.
