Internal candidate not receiving bell notification once the job offer is extended.

Internal candidate not receiving bell notification once the job offer is extended. Before 20 D it was working correctly. Now internal candidate can able to see the notification under Bell Icon-->Show All-->worklist, But not in notification bell. I am following up with Oracle also on same issue they suggested some options but still couldn't able to find anything useful.

Please provide your inputs if anyone faced this issue in their projects? Help will be much appreciated.
