Best practice for notifying Pending Workers to complete onboarding in Oracle

We recently went live with ORC/OOC and are constantly looking to improve/enhance our existing processes. One area I am mostly focusing on is improving communications for new hires to complete onboarding. We have developed a custom BIP report that will be sent out to new hires after the Move to HR action from ORC and after we update their email address to work email. 

This current process is cumbersome and I want to explore options whether we can make this more efficient. 

As of now, recruiters have to update the new hires email address to switch to their work email as primary in order for them to request to reset their passwords for their Oracle account and access the onboarding app. I want to explore whether Oracle delivers out-of-the-box onboarding notifications that can be sent to Pending Worker's personal email and also include their username credential, without relying on the BIP report. Currently the BIP report checks every 15 minutes based on the Last Update Date for pending workers work email address updates. Once it is detected, it will send out the
