Checklist Not Taking Start Date Change Into Account

We have enterprise onboarding checklists set up to allocate manually/when record is created, but the steps within are allocated when the "Hire" action becomes effective.
We've found that when a person's start date is changed, the enterprise onboarding steps do not change their allocation dates even when the "Hire" action triggers (for example, we push someone's start date to a sooner date and the hire action is triggered, but the checklist is still waiting to allocate on their original later start date).
Is this by design? Do others with this problem just delete and re-allocate the checklist manually to account for the date change?
