Proper Case Function in OTBI

Is there a function in OTBI that transforms character strings from their current state into PROPER case format? For example: 'JOHN SMITH' or 'John SMITH' to 'John Smith'. 

I know there are string functions in OTBI for UPPER and LOWER, but I have not found anything for PROPER. It would be really handy. Please let me know if you have any suggestions!
