How to upload Hired Job Application to HR phase directly

Greetings!

We have nearly 2000 job applications which have been hired in Taleo. We need to migrate all these hired applications to Oracle Recruiting Cloud. However, using HDL we can only upload records till the Offer-To Be created Phase-State combination and can't push it further to HR phase in bulk. This will ensure correct reporting as well. Need some help on achieving the goal in bulk processing migrated applications to HR process.
