How to create rule to restrict Recruiter's from accessing or viewing HR related jobs in ORC/Hiring

Summary

We want to be able to post HR jobs in ORC, but those job requisitions should not be visible to recruiters. How can we create a rule that can restrict this level of access?

Recruiters currently use a custom role (from seeded recruiter role).
