Benefit Calculation for 18 pay periods (9 Month employees)

Hi,
We are facing an issue with benefits where the employees are paid in 18 pay periods, with payroll relationships of Bi-weekly and Semi-Monthly. For the benefits that are flat amount they are configured to pass a defined amount to payroll with the communicated rate frequency on the program setup to Per pay period with element frequency rules, they are working for the 9month employees.
The issue is for deductions that annual salary based. these are calculating the rate correctly but passing the amount for either 24 or 26 pay periods for the 18 pay periods.
