I have a client that offers supplemental insurance from a certain Duck Logo'ed agency.

Client pays this agency to manage all of the enrollment for them.  So prior to the beginning of the year, the agent provides client w a list of workers, their plans and their rate amounts.  

My thought it to create a separate program with shell plans created for each of the Duck's offerings.  The agent won't give up most of the rates as they are not contracted to do so (i.e. they make their money by managing the Duck program for the client).  Client is ok with this but how do we update the worker rates/plan once the final spreadsheet is provided by the agent to the client?  And at the same time hide this entire program from the workers?  Open enrollment is the same time as their regular benefits.
