Requisition Approval "Does not end with"

Hi,

I need to configure an approval rule where my condition should work the opposite of the operator "endWith". I need to setup a condition where I need to use the condition does not end with. Oracle does not provide this as a default operator. Is there a way to achieve this using substring counting backwards or in any other way. 

I want to match in a way e.g. (Requisition Fields.result.Department doesNotendWith "XYZString").
