How Worker-level budgeting as Budget method works?

Hello experts,
I have always used manager-level budgeting as budget method. Through this option I can define the Overall Budget first by clicking on Adjust Budget and then distribute the amounts to line managers.
How does the worker-level budgeting work? I have tried to read some documents over this topic but I cannot understand how it works.
Have you ever used this budgeting method? If so, how can it be used?
