Offer templates didn’t show up even though the templates are in the config and are in active status

Summary

I went in to make a test offer and the offer templates didn’t show up.

These are the steps that I followed- 

Select a candidate through the requisition page and click on Offer
2.Click on the Name of the candidate to navigate to the Submission profile.
3.Click on the More Actions menu and click on “Create Offer”.
4. Entered all the required fields
5.Click Create Letter from the template.

Was expecting to see the offer letter after that, but nothing populated.

 

We are new to Taleo so any help is highly appreciated.
