If after receiving 21A payslips are not generating for employees, and the generate payslip process completed successfully, check the following value.

From the home screen, My Client Groups/Payroll/Payroll Process Configuration, click on the Default Groups tab.

The value for "Skip BI server for online payslip Generate online payslip in PDF format without bursting the output on the BI server." should be set to "N".  If the value is set to yes, pay slips "will not" be available for employees, line managers, or payroll admins.
