20D Manage Dependencies Between Chart of Accounts Segments Using Related Value Sets

We are looking for similar feature that is currently only available for natural account segment i.e restrict manual journals. We want to use this feature on another segment of COA i.e fund type and we want to restrict certain fund types for manual entry including expense reports. So, while testing this related value sets feature, we found that our requirement can be met by this feature (to our surprise!).
In our test case we added a related value set for the company segment and added related department values. As per the rule only departments 1010 to 1018 are valid with company 100. We have SLA rules in projects that uses department 1019 with certain projects and after enabling the related value set, we verified we can't create any manual journals or use department 1019 in expenses with company 100. However when we generated accounting for project costs, it generated a combination using company 100 and department 1019 and posted successfully to GL. Even though this is the exactly the
