Is there any possibility for HR Specialist to update or change Employee Performance Evaluation ratin

I cam across a discussion with one of my friend stating that the HR Specialist will be able to update ratings or comments of the Employee performance evaluation by opening the Performance document.

But as per my experience in the module I did not come across this situation anytime before . The final rating will be that of the manager and nobody will have any right or access and update them from performance evaluation area.

Do we really have that option ? If yes how it can be done ? Anybody have idea on this ?
