Hiring manager can Approve on Behalf?

When submitting a Requisition for Approval, the hiring manager is able to approve on behalf of selected approversContent
Has this always been the case and I am late to the party?
It doesn't seem appropriate to me that a Hiring manager can create a requisition, update the Approval Routing, Submit for Approval, and then click Modify the Approval routing and approve on behalf of those approvers. But that is what happened in my testing of 21A.0.2 today.
Anyone else?
