Preventing HR from seeing other HR & Executive Talent Ratings & Feedback

We are implementing Talent Review & Succession Planning and would like to hide Talent Ratings & Feedback for HR and Executives but allow HR to see all other Feedback and Talent Ratings.We understand they can't see their own ratings, but there's nothing stopping an HR teammate from looking at other HR or Executive teammate's Feedback & Talent Ratings.

I have created an SR, and they said to do an El Expression for Feedback and Talent Ratings tabs in person spotlight, but that would hide that tab all together for HR, which isn't what we want to do.
