Is there any way to move a pending worker back into the screening phase in ORC? I just had a hiring manager complete the move to HR function before the candidate completed their pre-employment screenings.

1. Can we move this pending worker back to ORC screening phase, and if yes, how?

2. Why was the hiring manager able to click and complete the move to HR function? I thought that was only an HR capability? Can we restrict that so it doesn't happen again?
