Requirement: there is 4 core competencies, which is applicable for all Jobs in use. Thus by default all jobs should have the 4 core competencies.
Then additional 12 competencies (Job specific), from which 4 need to be selected for a specific job.
As the full job profile, currently can not be use within Job Requisition, it is required that the 4 core competencies have to display on Job Requisition and then Hiring Manager and/or Recruiter need to select additional 4 competencies, which will be applicable for the Job Requisition. But must not display on Postings. This is only for internal use. The Rating Model should also be included for all competencies, to be used to indicate at what level/rating the competency should be for a job requisition
