ORDS - 500 Internal Server Error when using Ressource limits

Setting a Ressource Query time limit for "Low" and ORDS will stop working (500 Internal Server Error)

Steps to reproduce (on free tier cloud)

1. Create an ATP instance. Setup any workspace. Test if you can access APEX (login page is enough).

2. Set a ressource limit for SQL Queries for the "LOW" ressource, for example set it to 20 seconds.

3. wait a little

4. The access to APEX will stop working after a couple of minutes. An ORDS error (500) is reported.

Any db connections will still work and will correctly get error messages when a queries runs longer than 20 secs.
