In which page we need to add locations to get that locations in responsible location in agent page

I want to get some more locations in responsible location in agent page in which page I need to add that locations.

In agent page under responsible location I am able to see only some locations I want some more locations in this page.In which page we need to add locations to get that locations in responsible location.
manage agencies > Agents section, click Add.
