The 21A feature Candidate Duplicate Check in Move to HR has an additional setting to opt in or out, which is available starting in 21A’s March Maintenance Pack. 

Before that time, customers in Cohort A will see that duplicate checking is always executed when candidates move to the HR phase, according to their current value in their Enterprise setting Person Creation Duplicate Check. For candidate who have not provided their National ID or date of birth, they may be mistakenly identified as potential duplicates of existing workers and ex-workers, depending on how duplication is defined. They would be moved into the state “HR - Error During Processing” where they await a decision about whether or not to create pending workers for them.
