Locking a specific goal for editing?

Hi all,

We are interested in assigning out a goal plan to the entire employee population, with just a single organizational goal attached. From there, the employee could add up to four additional goals, which they should be able to update, delete, etc.

Is there a way to lock that single organizational goal for editing (for both employee and manager)? Again, the goals added by the employee should be editable. It's just the goal assigned out via the goal plan we'd like locked for editing. Any thoughts?
