hello,

 

i had two instances stoped and cannot start non of them.  deleted one of them, in order to try to create another instance, but still saying no resource available. i have open a thread/topic (https://cloudcustomerconnect.oracle.com/posts/2e033cc7fe) in this forum around two months ago and had two guys promptly helping me with the problem, however it seems they are not anymore with Oracle or maybe they are off, because they are not anymore responding to me around three weeks now.

As per Oracle department, they are  saying i was using some windows applications on centos free tier servers( not sure how i would use them):
