Processed Goal Plans for entire company and now trying to process for new hires

Is anyone having issues with processing goal plans for new hires after the Goal Plan process for the entire company?  We processed the Goal Plans for 2021 in January and now it seems that new hires are not getting the goal plan when processing.  

Anyone have ideas on this??
