Can we add an information pop-up in the Offer Form?

Hello,

We are using user defined fields in the offer section which are added to the offer form.
The value a user needs to complete in this offer form, depend on some other values they add in another field.

For example: Pay Position is completed with value "A", Budget needs to be completed with €500.

I would like to facilitate the use of this field for user and add sort like an information pop-up/field where we show which pay position matches with which budget. 

Is this possible in Taleo Recruit and how?
