Enhancement Request to create employer liability elements to get auto assigned to rehires and Global

Elements (of type Employer Liability like 401k Match) not getting auto assigned for new hires since they are at Employee Payroll Relationship level.

When employees are rehired, some of them are eligible for a match right from their day 1, since the element is not getting auto assigned, we have to manually assign the element to all rehires/global transfers.
