RESTAPI to verify if the person number is already existing

We are in the process of creating pending worker in the system from a third party system as new hires. While doing so, there are some workers that are coming in who already exist in Cloud as terminated employees and probably, rehires now.

1. What is the best approach to verify if the person number already exist in the application? 

2. What is the best practice in case if it is rehire - can we create pending worker with different workrelationship & assignment numbers?

Please advise.
