Pending Workers access to HCM Cloud

This is related to pre employment access. Does the system have the capacity for prehires to access HCM Cloud instance before they become an employee? If so – how does it work?
We know we will get asked by our Talent leaders if a pre employee (pending worker) would be able to access the system before they start with us to watch videos or start completing personal data based on how we structure our Journey. They wont have a work laptop or email at that point, so does the system have the capacity to send to their personal email that they submitted as part of their application, and is there anything you can think of that may be a barrier or a problem to logging on that you are aware of, VPN
