Manage Job Offer - view job offer letter

Should the offer letter document  be a hot link to view the offer letter or download in Manage Job Offer area (after candidate is moved to HR)?  The file name is shown, but we can't view or click on it.  The only way HR Ops team can view the offer letter during onboarding processes is to go into Hiring Area, this doesn't seem logical.  I would expect to be able to see everything we need on "our" side of the hiring process.  I know for Internal Candidates, we can see the offer letter on their employee record under Documents, but we
