Employee-level Contact Info DFF

We are trying to create a DFF within ESS to allow employees to opt-in to company communications. There appear to be seeded DFFs for use in the Biographical Info section and the Delivery Method section for specific communication methods, but does anyone have experience creating a DFF at the Contact Info level that does not apply to a specific communication method?

Ideally, we would like this field to appear at the top of the Contact Info section (or at the top of the Communication section) and be updatable by both the employee and other HR Specialist users.
